Hi Imczr, I have had a close look at the OCA Leigh Creek Transformation website including the FAQ and Town Plan doc, and can see no evidence that supports your suggestion that Gov funding is aimed at supporting a larger town population. In fact, I see the opposite. Hoping you might share your reasoning please.
