What I take from the article is that while there must be some outstanding issues yet to be put to rest, which is part and parcel of any new project development wherever it is happening, the majority of work is confirmed as being completed and the Ramu nickel mine is VERY CLOSE to FINAL commissioning, due in March 2010!
I have yet to be aware of any development that goes without some outstanding issues to be resolved, after all its part of the process of developing a MAJOR new resource. In this case its a nickel/cobalt resource of significance for all HIG shareholders, and therefore coming on line soon!
