    The Alaskan Govt gave a rebate because the price of oil went down that much that the exploration companies just left the expiration fields because the price of the barrel was costing more to mine than you would get for it but it's only now that the price of the barrel is breaking even and by the time 88e is ready to commercialize it would be profitable
    Now they are only expiring to find oil
