Seems like an odd narrative here. Disappointing to see Raytheon spouting about another system, and then Mesmer being tacked on the end like an afterthought.
I was looking for news earlier today, and found a few articles referencing D13 in the last couple of months. This is implying that we've still got some recognition, credibility, and skin in the game, but it's definitely a concern about the current financials and VA that if Mesmer survives, it possibly will not have D13 stamped on the side.

Unfortunately I'm not aware of any movement in the legislation space that would allow Mesmer to be utilised to it's full potential.
