Puntland is about to defect from its internationally recognised mother country.

AND this new breakaway internationally unrecognised state is about to attack its breakaway internationally unrecognised neighbor? So technically, investing in Somalian oil now would be investing straight into the middle of a civil war?

How on earth is this good news? I hold AOI so am not bashing here - just dont understand the point trying to make this trouble sound positive?
