The US had an uptick rule, however abolished it years ago relacing it with SSR (meaning no shorts after a stock has dropped 10% in a trading session). It still exists in Japan (a massive market, dwarfing Australia), and from 10 years experience trading it daily it works well. Operates the same across all of Japanese exchanges (TSE, OSE, NSE) as I recall.
Straight from the TSE "The price of short sale must be at a price above the last traded price of the security if that price was lower than the price in the previous trade, or at the last traded price if that price was higher than the price in the previous trade. (FIEA Enforcement Order, Article 26-4)"
I'd advocate for this vs. nothing at all. Saying shorting is manipulative and unconscionable is I think a bridge too far....that said I'm absolutely not a fan of the strategy, and love a good short squeeze.
