Customers > Equity > then maybe Govt support, current emerging project requiring half the capital had to string three Govt packages to together to spread the risk AFTER commercial interests had committed.
Continual bleating for Govt charity here is pathetic, validate the commercial potential with some real ROW customers, raise a substantial chunk of equity prepared to take the risk, then there may be some chance of Govt/s support, however Japan, US & German, three largest ROW manufacturing economies have already made their preferred choice.
