Not quite. What you are missing is the lack of a negative. Imagine what the effect would have been if the ann was "testing at umiat has shown 18 to be a dry well - a duster"
So just the presence of flow is good, even if basically a confirmation of what we expected. The flow rates are important but that will come later.
