Hi bumskins, I had 38 years working in the PMG, Telecom, Telstra and NDC in Tasmania. When I left in 2000, all of Telstra's line's-men were replaced by contract work. They may own the pits but the linework is carried out by private contractor companies.
Didn't the government give Telstra 11 Billion dollars for the copper network? - perhaps the government owns it,
