If I recall correctly the work's being conducted by sub-contractors such as Service Stream, Silcar and VisionStream - wouldn't be surprised if NBN attempted to do some of them work themselves because they're under pressure and sacrifices quality for budget and schedule.
I believe the current management team at Telstra's too business savvy to participate in the blame game and given there maybe minimal material impact (i.e. sub-contractors cop it) it's better for them to lay low until after the election.
