Solvency means being able to pay debts on time. Insolvency is the opposite.
If a company at any time does not have suitable financial instruments in place to cover its debts - it is trading insolvent.
If you “NEED” debt financing to be in place by a certain date - most reasonable people would interpret that to mean that you would not be able to cover your debts after that date.
Otherwise why would you “NEED” it at all?
