I think your explanation is around the mark. It also reflects/indicates that a seller(s) have decided to methodically offload a large parcel at a particular level (eg in mpo's case 11 or 11.5 perhaps).
In its classic form,once the seller has no more stock to sell (or decides to stop selling),the price would push through the barrier.
For "seller", perhaps you could read "capper".
