You are misguided. This has nothing about being PC at all. It has to do with doing your job properly without prejudice according to the standards as laid down regardless of being a volunteer or not. Simple. It is also about doing the right thing.
If I were a taxi driver and told my boss I couldn't guarantee that I would pick people up, I wouldn't be much good to them now would I.
It is also about racist attitudes which in rural WA are rife. Not much difference between rural WA and Apartheid South Africa or the deep south of the USA during the early 1960s.
