VIETNAM - Agreement heralds Coldry re-start
Melbourne-based coal dewatering company Environmental Clean Technologies (ECT) and Vietnam’s Thang Long Joint Investment Stock Company (Tincom) have made the first tangible step to re-establish the Victoria Coldry Project by signing a co-operation agreement. 1
ECT will complete the design for tender (DFT) and Tincom is set to use the DFT and other data to prove the economics of a large scale production facility located at Loy Yang, Victoria.
ECT’s Coldry process upgrades brown coal to high-energy black coal equivalent pellets by dewatering the coal from a moisture content of 60% to less than 14%. The pellets can then be used in power generation and other processes.
The joint venture partners have established a company (Victoria Coldry Pty Ltd - VCPL) to build, own and operate the Coldry plant. ECT will licence its patented Coldry technology to VCPL in return for agreed reward structures.
ECT executive chairman Mike Davies commented, “We are pleased to have established a new relationship with Tincom based on a fuller understanding of their technical and commercial requirements. Tincom has expressed confidence in the Coldry technology and confirmed their interest in seeing Coldry produced on a large commercial scale in Victoria. The fact that a co-operation agreement was negotiated in a short period attests to the level of confidence and trust each party has in the other. This agreement provides an early opportunity for commercialization of Coldry technology in Australia."
TinCom chairman Thang Van Luong says, “We are pleased to take this important step as this project represents a venture of national significance to Vietnam by helping balance energy security and environmental responsibility.”
The joint venture partners aim to have the first commercial scale deployment of ECT’s Coldry technology in production by 2014. It’s hoped the facility, to be constructed next to the Loy Yang power station, will initially produce 2 million tonnes per annum with the goal to increase capacity to 20 million tonnes per annum by 2025. Existing rail and port infrastructure will need to be expanded in order to handle the full capacity tonnages in the later phases of the project’s operation.
