@Phmjm - totally agree. The registrar was very suspicious that VISA would try to cop out by having the lawyers create the affidavit and then be able to swear under oath that it was what it was instructed to say. No liability there. That was why the registrar was adamant that it had to be created and submitted by an officer of VISA. Liability galore if he/she lied under oath!
