Wow, agreed this is weird. It surely does not need to be this complicated. My next letter to my MP will suggest the following......
If the behavior in question objectively is deliberate, fraudulent, deceptive and calculated, then it is criminal, and should be a priority to receive the consequence of the law, "low hanging fruit" or not.
In cases where subjectively, the behavior is questionable and arguably mistakes occurred, without criminal intent to defraud, okay cut some slack and issue a warning.
