It's the same mentaility with an arms race.
If the enemy is building better weapons then so must we.
Just put the crooks in jail.
No fines, no warnings...just straight out jail.
They try lock up people for minor crimes for 20 years yet bankers and market manipulators get fined a tiny portion of the money they already stole.
