they dont really want to prosecute many cases or provide decent penalties as the people in charge stand to benefit somehow,be it money or connections or favours and the poor people have no say as they dont pay or offer anything in return for those people,sad to say
the pressure to change will come when enough ordinary people are fed up with things the way they are,and when will that be? only when things are that bad they are finally fed and ready to do something.
