great Idea
here is my assessment of the regulator: they are a bunch of competently incompetent,lazy,apathetic and useless group of individuals headed by people of like-minded and similar attributes & skills ie incompetent lazy apathetic and useless.
even when people approached them with evidence of foul play or insider trading they prefer if they didn't hear it in the first place- otherwise they might have to do something about it. (like writing a file note and putting it in the file and closing the file) they just don't wanta know.
