Seems like the regulators just ignore things all until they get too much paperwork, then make out like they are doing society a favour by fining the company. End of the day the company is still in profit from it, in this case 50 million dollars, the penalty just more or less serves as a bonus tax payment and the perpetrators are probably even given a promotion. All in my squirrel like opinion only, which is ironic as I don't really have an opinion other than nut brands and salted versus non salted.
