I think this kind of mentality that you mention may be fairly widespread. I've seen exploration companies that get close to finding something of value, then shy away to something else. It would take them right out of their comfort zone to suddenly be thrust into an activity that is unfamiliar to them and poses a whole new set of problems for them. As for the people you mention, i think there is a turnaround happening. The attraction of an exciting, self evident massive opportunity may be far too compelling for them to abandon it.
