it can be both. what we dont know is what the company did or didn't do to mitigate any of these risks. as far as i can see, they just roll over and say oh this happened we'll just wait for it to blow over coz we can't do anything about this. shareholders are just expected to take it. seems very reactive/inactive, rather than proactive.
