I wouldn't say anything is fishy. The reality is your product has to go through appropriate testing and quality approvals which are specifically tailored to the clients needs. Once approved you then have to get into the supply chain of which some may have existing significant stockpiles. Add to that government involvement across multiple jurisdictions to get financial commitments etc and you have a significant amount of time. these 20 - 50 years projects that require over $1.5 billion capex to get rolling and Financing requires all things to be ticked off before they'll lend cash.
