Because it is a tightly held stock (and for reason) shorters cause more damage and the muppets who lend out the stock should be dealt with.
If the stock volume traded on a daily basis was in the millions we would hardly see an effect.
It reminds me of a past test match where the highest contributor to the runs board was not a batsman but Extras.
