IMHO IG is annoyed that he is constrained by his insider knowledge from taking on the current sellers.
Under the rules for substantial shareholders he can buy up to 2% of SOI without making a takeover which he in the past to be the case.
I think that he would like to put in an order for say 2.5 M shares at say $9 and sit back and see the panic that it would cause.
I think that it would cost him little as he would be trumped by those short who needed to cover.
