It is not just trying to stop it appreciating. Short sellers can make many millions of dollars from quality stocks with good prospects simply by shortelling high and covering low then repeating that process on a regular basis. The authorities would, I expect, have pretty good relations with those using the process since they have, as far as I know, never attempted to stop it.
The very fact that shortselling adds a selling pressure without having to create a buying pressure to obtain the stocks makes the process practically invincible. Only occasionally does it come unstuck with a surprise announcement and a short squeese. Certainly this stock manipulation our authorities are happy to allow wins far more often that not.
