i m not on top of these numbers but not so sure about your tax assumption.
Let's say the numbers are correct. Dubbo is still a riskier project due to its mineral composition. Every REE miner send their crap to ANSTO at some stage, but only Dubbo was going back and forth and kept singing about it. That's a pretty big no no right there.

i briefly listened to the AGM recording few days ago, the Koreans won't start FEED until secure funding? i don't know why what sort of contract that is. But suffice to say there's many hurdles to pass before reaching FID if ever and the market has reacted accordingly.
