That's the question with regards to second order events and really depends on what the agreement was with the short selling institution.

we don't know the specifics, the fact at the moment is simply that the institutions cannot 'sell' anything they don't own them right now, the shares are owned by whomever purchased the shares off the short sellers.

perhaps they can relinquish the claim to the shares from the short sellers and call it even but that would require an agreed to price figure and who knows what their loan agreement specifies.
