I actually think that the company has put the production wells drilling on hold until the re-entries have been completed, they just took advantage of the time waiting for the re-entry approvals to get the site works done for the production wells.
The company may have not said it that way, but going by there latest comments where they give a list of the order of re-entries to be drilled without mentioning the production well drilling, it appears the production well drilling is on hold until re-entries have been completed.
