An old order block is getting filled by a very patient smart money. I have my own suspicions who they might be but who cares. This is how market works anyway. Also note, there is a liquidity pool (16c-17c) where the traders direct the SP towards to collect retials money.
As I stated before, a very powerful spring (minor spring structure) is formed here which indicates a breakout in near term. A methodical re-consolidation phase on its precision.
