The quote you have highlighted in my opinion is incomplete and is made to read as if the BLM has/had 'withdrawn' or 'reversed' its previous decision. The quote simply states: 'complete additional [National Environmental Policy Act] analysis...regarding a reasonable range of alternatives and to complete additional analysis regarding the cumulative impacts to water quantity'. Nothing too concerning in that quote.
