The operative word in that document is “to”.
My understanding is the original assessment was approved by BLM Moab field office, once SUWA read the approval they discovered a point which they decided needed further analysis.
SUWA bypassed the field office and put in a request to the BLM Utah state director.
The BLM Utah state director set aside (passed on) the works back “to” the BLM Moab field office for further assessment.
Seems pretty basic to me.
