The only thing is see with what you have written, is production wells are on state land , delays are on reentries WS claims , ( blm land ).

production wells already have the Pads ready to go , so once feed and FID are done and financed , the wells and pipes will get done
putting a plant at the well head doesn't make much sense ( getting power to the heads well that probably will happen if the hydro units are on each head , but difference is generating power to go the the production plant .
