There’s several options;

1) Some silly day trader really thinks it’ll convince other retail traders to buy
2) Some silly trader things it’ll convince algos to buy (it won’t, 3 levels is standard depth for book pressure models)
3) Some misbehaving bot keeps adding in pre-open at the wrong price, or possibly even wrong stock (or worse wrong market e.g intended for the test market where you verify your systems)

It’s probably reason 1, and they’ll surely get pinged for it soon enough because you must have intent to trade and it’s clearly beyond the joke now. Crazy to do it given the number of cases taken to court this year for spoofing.

Outside chance it’s number 3, wouldn’t be the first time.
