Any water issues are one of two things, greedy trouble makers being paid by a large entity for greedy purposes, or obsessed environmentalists that are clearly out of touch with reality.
At the end of the day, Anson is sitting on something very valuable that will clearly cause no harm to the environment or peoples lifestyle, so all the hold ups can only be one thing, it is called greed.
