You obviously didn't hear him say he was going to "end the electric vehicle mandate on day one", referring to the vehicle emissions standards that are (were) going to strengthen the EV market in the US.
The "auto industry" he's referring to isn't EVs.
There may be some 'incentives' for US lithium production, but there won't be any government policies to encourage EV uptake.
