my understanding is the phase 1 plant is sitting on the docks waiting to ship "somewhere" and it is 25k ?? phase 2 well I've heard it's possibly 50k but I've read was also earmarked at one point as 110k , BUT I've read a few articles that state 20k 25k and 27k sitting at the shipyard with no customer yet !!
