Lending capital to countries that can't afford to repay it but have resources that will cover the debt. It has even happened in Australia. Look at Karara mine just out of Geraldton WA. Chinese partnership with ASX junior. Chinese kept lending money knowing Gindalbie couldn't afford it and eventually took 100% of the Magnetite mine. They are very good at it hence the stricter control by the FIRB.
