If he was stupid enough to have an 'online chat' (I'm assuming it was unsecured) with Assange then he probably deserved to get his cover blown. As far as I am aware the US military/CIA etc have access to the root of most standard encryption keys. For many years companies like Lotus/Micropsoft/IBM had to sign releases for the US Government before exporting software with built in encryption keys. The only encryption system I know of that they never had access to was PGP (Pretty Good Protection) and I *think* they took legal action against the writer of that software, but please don't quote me on that. There are ways around it but I work in IT and even I would be very wary and do plenty of reseach before attempting something like that. An "online chat"? LOL! What a freaking doofus!
