The arrow partner is a private firm and the Mt scholl partner a larger producer.
The private firm does not need to play to investors and the large firm, the results probably not disclosed to there shareholders as it is tinny compared to there size.
You're theory does not apply in this case.
Raiden has not released because the jv partners have not provided them results to release.
