    SOE's will not get approval from Aussie government.

    I believe this is the stated policy.

    It's way they needed a private company in first instance. Hanlong ,the opportunist gets in first before Chinese INC give nod to well connected friendly company set up for that purpose.

    Personally I think the man gets out in 48 hrs ready to sign anything china inc put in front of him.
