Baseline reductions by 4.9% are defined, but so is transfer to industry average factors for baseline setting.
Industry average factors have not yet been defined.
This will impact the higher emitters much more than the bottom end.
Mine sites which are specifically methane rich and with elevated concentrations are those which are the the ones which will bear the brunt of the safeguard reforms.
It is also important to note, the use of method 1 reporting by open cut operations is also in discussion. If this is removed as an acceptable method of reporting, watch the flood of activity particuarly in QLD in this area.
I am aware of some OC operations with over 15m3/T of methane measured in their active mining seams. To put this in perspective, this is higher than quite a number of the underground operations in QLD, at much lower depths and with generally much better permeability.
At the moment there is no motivation for these operations to introduce both a process or cost for pre drainage of coal seams.
