You'd think, but it's not uncommon. The council meeting for approvals was an interesting one on this topic. Sure we can go off about amateurish and unprepared councillors not knowing what they're voting on, but at the same why didn't they know? A billion dollar plus project and some of those voting on it weren't briefed to the extent they knew what it was about.
