A visual aid might help. Think of the NQGP as a bucket, where the level in the bucket is the design pressure of the pipeline. If there are holes in the bottom of the bucket that represent the industrial customers, water (gas) will have a constant flow out of those holes dependent on the rate of water (gas) going in, flow can be boosted somewhat by the head pressure of the bucket (pipeline) but eventually you'll hit the max pressure the pipeline can handle.
If one of those holes is plugged then the pressure increases to the other holes etc etc.
Thats where TPS comes in to take that extra gas so that the well flows don't need to be throttled back (trading between users to manage the overall pipeline pressure is called imbalance management).
