Turnarounds cover many things, here's some examples:
Government statutory inspections on all gas fittings to look at and address leaks.
functional safety checks to verify accuracy of connected instruments such as pressure and flow meters, and to make sure that functional tasks like gas shutoff valves work when required.
Replacement of thinning boiler tubes that are eroded by the hot air and gases passing through the furnace.
If there's refractory installed internally for heat control that gets jackhammered out and replaced too.
Internal inspections and possible cleaning of water lines, gas lines, air ducts,boiler internals etc etc.
Replacement and/or servicing of major pieces of equipment such as fans, blowers, pumps, compressors.
Turbine shaft balancing, blade cleaning and repairs (these also wear), stator windings, functional checks on the turbines to make sure they start and stop when required.
Any capital upgrades that may be required.
Depending on how complex the asset is you can be looking at 3-4 days just to hang all the permits for confined space entry into the boiler, plus scaffolding takes time to build once you're in there.
Turnaround requirements, durations and scheduling depend on the asset maintenance requirements set by the site mechanical engineers, but typically you'd do something like a 2 week minor outage every 2-2.5 yrs, and a several month major turnaround every 4-6 yrs.
The "HOPE" is that the asset always comes back better then it went off, but ultimately you're at the whims of your turnaround budget, keeping assets on longer than their schedule is a good way to ensure you'll go well over budget and have an adverse outcome.
