But as they say.......Actions speak louder than words ,and Governments are notorious for over promising and under delivering.
BUT and ITS A BIG BUT,You generally dont go out INTERNATIONALLY and make statements like that unless it is a
faite-accompli !!!
IMHO it is very hard not to be more than a little bullish on QPM with what seems to be ,not only all the pieces falling into place,
they are falling into place in a rather orderly manner, with a very credible line up of participants.!!
