100% spot on. Essentially, investing now for the short term is betting on whether management will be able to a) acquire funding b) do so in a matter that rewards shareholders. I'm backing management here, Duanes core financing skills are in debt and equity raisings with 20+ years in corporate finance and he has previously dealt with the likes of NAIF. This is however a major step up, but with 4 different global governments (Aus, Korea, German, Canada) already on board, with our major offtake partner being in the US, it's my belief funding will be adequately provided.
