Even a low cost, high return project like HGO's Kanmantoo Underground Project went through a series of studies before FID and they already had a lot of infrastructure in place including a tailings dam and processing plant from their (now exhausted) open pit activity.
The higher the capital cost, the more important it is to have good risk management. A progression of economic studies is an important element of this.
