I can't agree with that statement. The banks only have the potential to be a major holder of CNP. That is years away and is conditional of CNP not reducing or rearranging their debt in that time. They are further removed from control over CER. While CNP and CER continue to have a positive cash flow I can not see this situation changing.
What do you suggest that the CER SP should fall to for you to jump in?. I would have thought that yesterdays price was as low as traders could talk the price. Remember the value didn't fall only the SP fell.
