"Forms of non dilution" means that the funds have been raised through financing rather than share dilution.......but what they are really trying to say is that this is the 1st of a run of 4 or 5 announcements which will be released over the coming weeks in an effort to goose the share price up so they CAN raise by diluting before they are broke at EOFY.
Ride the pump n dump.
